December 9, 2015 Annual Director's Meeting

The EIWRC Annual Directors meeting was held at the Idaho Falls City Council Chambers located on Constitution Way in Idaho Falls, Idaho, at 7 pm. The coalition invited all members to its annual business meeting with a special invitation to cities of the Upper Valley Cities group.

The keynote speaker for the evening was Robert L. Harris of Holden Kidwell Hahn & Crapo Law Offices of Idaho Falls Idaho. Mr. Harris spoke on the status of the 2015 IGWA agreement focusing on concerns of present and future water supplies for cities located on the eastern Snake River plain.

Water rights on the Eastern Snake Plain Aquifer changed in 2015. Due to ongoing drought and water supply uncertainty, Idaho Ground Water Appropriators (IGWA), the Surface Water Coalition (SWC), the Director of the Idaho Department of Water Resources, and Speaker of the House Scott Bedke entered into an agreement for the reduction of ground water use and hopeful stabilization of the eastern Snake River Plain aquifer. Mandatory diversion reductions and mitigations are set to begin spring of 2016.
